Federal prosecutors in Tacoma Washington, say Normand Lariviere sent a few "gifts" to IRS offices because he was upset that the federal agencies laid him off back in the 1990s. Normand gifts included a joint, a bullet…and his own severed finger. Authorities didn't find the gifts to amusing and arrested the man, who currently remains in jail.
